| Towards the end of 2009 the Spanish government was conspicuously
muted in its reaction to President Obama’s new strategy
for the war in Afghanistan. As Spain assumes the EU presidency
the Spanish Prime Minister, José Luis Rodríguez Zapatero, has
yet to convince that he is committed to winning the war in
Afghanistan. To do so he must provide sufficient military and civilian
resources for Spain to prevail against the Taliban in its area of
operations in Badghis Province and lead a greatly enhanced
European commitment to Afghanistan and Pakistan during Spain’s
